Bosphorus Yali Mansions: Heritage Rules and Buying

What is a Bosphorus yali, and where are they? Listed-heritage status, the Bosphorus Law, conservation board approvals and what to check before buying one.

A yali is a historic house built right at the water’s edge on either shore of the Bosphorus. Most yalis are registered as protected cultural property and sit inside the area governed by the Bosphorus Law, so buying one is less like buying a house and more like taking on a conservation responsibility. Before committing, check four things separately: the title deed, the conservation board file, the zoning status and any permits on the waterfront.

What is a yali?

The word comes from a Greek term for the seashore, and older Turkish used it in that sense too. Today it refers to the houses, usually two and sometimes three storeys, that stand directly on the Bosphorus.

The defining material of a traditional yali is finely worked timber. Many have wide projecting bay windows rather than balconies, a boathouse opening onto the water and a small garden. Successive restorations have often reduced the wooden structure, and in many recent restorations wood serves mainly as external cladding.

A short history

Building along the Bosphorus shore began in the Ottoman period, and most surviving yalis date from the 18th, 19th and 20th centuries.

  • Amcazade Hüseyin Pasha Yalı: on the Asian shore near Anadoluhisarı. According to the TDV Encyclopedia of Islam, its endowment deed dates from 1700, and only the reception hall, raised on piles driven into the sea, survives. It is widely cited as the oldest surviving yali on the Bosphorus.
  • Şerifler Yalısı: in Emirgan, dated 1780, and known as one of the oldest surviving yalis on the European shore.

Some yalis are no longer strictly on the water: landfill or a coastal road between house and sea has moved them back from the shoreline.

Where are the yalis?

Yalis line almost the entire Bosphorus, but some neighbourhoods stand out:

Shore Notable neighbourhoods Examples
European Yeniköy, Emirgan, Bebek, Arnavutköy Ahmet Afif Pasha Yalı (Yeniköy), Âli Pasha Yalı (Bebek), Şerifler Yalısı (Emirgan)
Asian Kandilli, Vaniköy, Anadoluhisarı, Kanlıca, Çengelköy Kıbrıslı Yalı (Kandilli), Amcazade Hüseyin Pasha Yalı (near Anadoluhisarı)

Choosing a neighbourhood is not just about the view. Which way the shore faces, whether a coastal road runs between the house and the sea, and whether a jetty or boathouse is usable all shape daily life in the house.

Law 2863: registered cultural property

The Law on the Protection of Cultural and Natural Property treats buildings constructed up to the end of the 19th century, and newer buildings the Ministry considers worth protecting, as “immovable cultural property requiring protection”. Its list of examples names yalis explicitly.

  • Registration: properties are registered by decision of a regional conservation board, and the decision is sent to the land registry to be annotated on the title (Art. 7).
  • No unauthorised intervention: no construction or physical intervention, and no change of use, may contradict conservation board decisions. Major repairs, installations and full or partial demolition all fall under this rule (Art. 9).
  • Duty of care: owners keep the rights the law grants them as long as they maintain and repair the building in line with Ministry instructions; owners unable to meet these duties may have the property expropriated through due process (Art. 11).

Law 2960: the Bosphorus Law

Passed in 1983, the Bosphorus Law exists to protect the Bosphorus’s cultural, historic and natural character and to limit development that would add density. The Bosphorus Area is divided into four zones: the shoreline strip, the foreground zone, the background zone and the zone of influence. Most yalis sit on the shoreline strip.

Among its core principles:

  • Within the Bosphorus Area, the shore may be used only in the public interest.
  • Land-use decisions set for each plot in the zoning plans are recorded in the land register.
  • Plan changes for the shoreline and foreground zones are prepared by the Istanbul Metropolitan Municipality and take effect once approved by the Bosphorus High Coordination Board.

Law 3621: the Coastal Law

The shore is under the authority of the State and open to everyone on equal terms. As a rule nothing may be built on it, and walls, fences or railings may not block it. The strip of shore in front of a yali is therefore not part of the private plot, and phrases like “private jetty” or “private quay” in a listing do not, on their own, confer any right.

Restoration rules

Work on a listed yali follows a set order:

  1. Grading: the conservation board grades the building within three months of the owner’s application, and the grade is entered in the declarations section of the title. Repair and building rules cannot be set until the building has been graded (Art. 18).
  2. Project: survey, restitution and restoration projects, and their execution, must involve a restoration architect or architect. For Grade I buildings, specialist craftspeople carry out decorative painting, timber, ironwork and stonework.
  3. Execution: those responsible for work that departs from the approved project can be barred from conservation projects for five years. The Building Inspection Law does not apply to registered heritage buildings (Art. 21).

Repair and construction carried out in line with board decisions is exempt from certain municipal taxes, fees and contributions, and the Ministry can provide in-kind, financial and technical help for privately owned heritage buildings (Arts. 12 and 21).

A note on tax exemption

Properties whose title carries the annotation “immovable cultural property requiring protection” are exempt from all taxes, duties and fees. The law, however, excludes heritage buildings used as a home or business on the Bosphorus shoreline strip or in the foreground zone (Law 2863, Art. 21, as of October 2026). Do not count on this exemption for a yali you plan to live in.

Due-diligence checklist

Item What to check
Title deed Heritage annotation, grade in the declarations section, mortgages and other annotations
Conservation board file Registration decision, approved survey and restoration projects, whether the building matches the approved project
Zoning Which Bosphorus zone the plot is in, and the land-use decision recorded on the title
Waterfront Coastline boundary, permits for any jetty, quay or boathouse
Building condition Timber structure, foundations and piles, damp; an independent expert report
Foreign buyer Acquisition limits and zone checks (Law 2644, Art. 35); Land Registry criteria if citizenship is the goal

Since 12 December 2023, property bought for citizenship must have condominium ownership or condominium easement, or be a registered building plot carrying a permanent structure with an occupancy permit (TKGM, as of October 2026). Confirm before buying whether a historic yali meets this test. Our foreign investor page covers the wider rules.

Frequently asked questions

What is a yali?

A yali is a historic house built directly on the water along the Bosphorus in Istanbul, usually two or three storeys high. Wood is the traditional material, and many have their own boathouse.

Can you renovate a listed yali?

Yes, but only in line with the decisions of the regional conservation board. Major repairs, new installations and partial demolition all count as physical intervention and need approval, and survey, restitution and restoration projects must involve a restoration architect or architect.

Does the waterfront in front of a yali belong to the owner?

No. Under the Coastal Law, the shore is under the authority of the State and open to everyone. Whether a jetty, quay or boathouse is permitted has to be checked separately.

Are listed yalis exempt from property tax?

Law 2863 exempts registered heritage properties from taxes, duties and fees, but heritage buildings used as homes or businesses in the Bosphorus shoreline or foreground zones are excluded from that exemption (as of October 2026).

Can foreigners buy a yali?

Foreign individuals can buy property in Türkiye within the legal limits. If the yali is meant to support a citizenship application, check whether it meets the Land Registry's criteria, such as a permanent building with an occupancy permit on a registered building plot.
